Open House and Public Hearing: Hillandale Road Widening


The North Carolina Department of Transportation (NCDOT) will hold a Pre-Hearing Open House and a Design Public Hearing on Tuesday, December 4, 2007 in the Auditorium at the North Carolina School of Science and Mathematics, located at 1219 Broad Street, Durham, 27715.

NCDOT representatives will be available at the Pre-Hearing Open House between the hours of 4:30 p.m. and 6:30 p.m. to answer questions and receive comments relative to the proposed project. The opportunity to submit written comments or questions will also be provided. Interested citizens may attend at any time during the above mentioned hours.

A formal presentation will begin at 7:00 p.m. The presentation will consist of an explanation of the proposed location, design, the state - federal relationship, and right of way and relocation requirements and procedures. The hearing will be open to those present for statements, questions and comments. The presentation and comments will be recorded and a transcript will be prepared.

NCDOT proposes to widen Hillandale Road to a four-lane, median divided roadway with 12-foot inside lanes and 14-foot outside lanes, and will include curb and gutter, a 17.5-foot raised median, and 5-foot sidewalks. The purpose of the project is to relieve traffic congestion along Hillandale Road. Additional right of way and the relocation of homes and businesses will be required for this project.

A map displaying the location and design of the project and a copy of the environmental document – Environmental Assessment (EA) - are available for public review at Durham - Chapel Hill - Carrboro MPO, Transportation Department, 101 City Hall Plaza, 4th Floor, Durham, NC 27701 and the NCDOT Division Office located at 2612 N. Duke Street, Durham. The map may also be viewed online at

NCDOT will provide auxiliary aids and services under the Americans with Disabilities Act for disabled persons who wish to participate in this workshop. Anyone requiring special services should contact Mr. Robbins as early as possible so that arrangements can be made.

ATT Pedestrian/Cyclist Bridge over I-40 - Your Feedback is Needed

There has been a lot of buzz within the local bike/pedestrian community about the American Tobacco Trail bridge over I-40. The first public meeting for the bridge project was held last night at City Hall and was a success. Organizers were hoping 60 people would attend, the city estimates the attendance was actually over 110. Bill Bussey of Triangle Rails-to-Trails was counting, but I haven't heard how accurate 110 is. And, to top it all off, the brownies were pretty good too.There's an excellent summary at Bull City Rising, so I'm not going to spend time re-typing it. Tanner Lovelace made a comment at BCR that echoed my thoughts exactly. Architect/Engineer Steven Grover really seems to get it. He went to great lengths to illustrate that great bridges don't necessarily require a lot of money, nor do they need to be "flashy." They need to meet the aesthetic goals of the community, make sense in context, and function effectively.But the degree to which form is measured against function is up to us. Grover re-iterated numerous times the importance of stakeholder feedback in designing this bridge. Quite simply, he's from California. He'll learn what he can about the area, but the project is best-served with copious, robust input from those of us who will actually be using the bridge. And, at a more practical level, this is an expensive project, we need to make sure its done right and he is committed to doing so. But, again, "right" is up to us. Please take the time to download and complete the survey and return it to Byron Brady in Public Works at the address on the bottom of the survey. Mr. Brady asks that the form be returned by Tuesday Nov 27, so fill it out over your long Thanksgiving weekend and drop it in the mail Monday the 26th.

Let's talk about "The Bridge" (Community Meeting to be held on Phase E of ATT in Durham)

On November 13, 2007 a Community Meeting to present conceptual designs for the I-40 Bridge and the Durham section south of I-40 will be held at 7:00pm at Durham's City Hall in the 2nd Floor Committee Room. A Q & A session will follow presentations by Engineering Division staff and their contractor. If you have opinions on bridge design and trail surface issues, this will be a great opportunity to express them to City and contractor staff. Funding and other summary information for Phase E can be found on Durham's Capital Improvement web page
